Detailed Description:
My nation is facing a huge worker shortage and i am proposing that the rules regarding back to work programs be changed. 1. the current Back to work school Program only allows 40% of workers to return based on the number of private corporate Employees. I suggest that be 40% a month instead of capped at 40% of Private employ forever. 2. Same as above but for the Special clinics the formula needs to be changed to a random factor that uses all of your employed population into a large pool and call it workers returning from work related injuries or something. have it as a % of the total workforce. 3. A more detailed education system that shows the player how many students are graduating(Mid-medium,low,High),dropping out(low level workers all tiers), or going to college(everyone else). Vote Yes if you agree or no (I am suggesting this cause i need over 1.3mil workers for my Country and i have 3.5million housewives and 499k unemployed workers also i have a serious worker shortage and i can spend real money and fix it or the game rules can change so my country adapts to my business climate)

It is unrealistic to think that all disabled and all housewives will just return to the workforce. There will always be part of the population that does not participate in the work force. We see experienced players who succeed in bring employment to 95%.
For many, education as it is, is quite complex and we have recently tried to make it easier by improving the balance between the workers groups and by increasing the numbers that can be converted each month.
