Detailed Description:
I don't think our country should take out loans with out us knowing because I'm now in 750 Billion dollars in debt. If we go over the money we have it should tell us to take out a loan and not do it without asking.

We are considering, and have in fact implemented a function that will require the player to ask for loans if they need it.
It means that the country will not be able to make any purchases if it does not have any cash and will be blocked from the market until the player has asked for and received a loan.
This will eliminate automatic loans and will force presidents to realize they are overspending.
