Detailed Description:
The new war rules will require overrunning and occupying a country. However, we now have no amphibious landing capability. With the rule changes, we should have amphibious landing ships to "hit the beaches" in a foreign land with our Offensive troops. (Otherwise, the Navy becomes nothing but extended, floating artillery.) Vote "Yes" for the addition; vote "No" if you're scared of any enemy on your beach.
