We should be allowed to change the leadership of our country or remove the safe mode all together without having certain limitations to do so.

The limitations are the result of consultations with experienced players. They are designed to prevent countries with big armies from emerging from secured mode and attacking unprepared neighbors. It will remain in place.
It is easy to remove secured mode if you do not intend to ambush anyone. Move your weapons to other countries in your empire, and remove it. If you want to play the full war game, Fearless Blue is the place.
