Detailed Description:
By allowing base price contracts (ie the quoted base price that is shown on world market trades), we help countries, corporations common markets and federations by giving them the tools to subsidise the diversification of their portfolios, whiich leads to a fairer market. This is basically a watered down version of setting a contract price, which is easily abusable. This proposal would benefit players who work together and are active the most.
