Detailed Description:
Countries, that have excess, or a void to buy specific needs in skills, of workers. Security council will have to set market price, to set value of said workers. But if players are willing to pay for set value, even if of higher value, is the choice we make. This plan may take time to develop.. Will go thru voting for proposal, then the Security Council will have to, decide on cost of workers. Point of this is, I been trying to get ahead building corps, lack high managers. execs, and etc, For months. This maybe an option to those who will be willing to pay extra for, and an asset to simcountry to, make a profit. So the vote is: do you want to add a professional worker list, to be able to trade or buy?? Then, let the Security Council vote on price of said workers?

If your country has good education and many high level professionals, population transfers will be good too. For people who do not want to improve the composition of the population themselves, we intend to solve the problem by adding a special booster for groups of workers. We will also consider adding this feature to the direct trading market. We do not see this as a task for the SC.
