Detailed Description:
There needs to be a path by which we can get rid of an excess of Low Level Workers (LLWs). I propose some kind of school like the back to work school for housewives. We could call it 'Adult Education.' Have the schools work the same as the back to work schools except that they train LLWs into something useful like managers, nurses and/or teachers. Vote YES if you want a mechanism by which we can move workers from LLW status to the ranks of the educated. Vote no if you like having 700,000 LLW sitting around doing nothing since you can't build any decent corps.

This one is quite interesting. You do have a very easy way to do just this. This is called education. If you improve your education, LLWs will be educated and move to other professions.
