Detailed Description:
Well, someone has posted that if a country hasn't got FOOD nothing happens when the country should be starving.
I propose the same with the budget. I was playing more than 6 human months with a total budget of 0B SC$ and nothing happened. I think that in a country with a budget of 0B SC$ at least the government index must go down , there should be more strikes (for ex if the budget for Education its lower).

This is high on our priority list. Both a better supplies book keeping (the supply index gets lower but this is insufficient) and the budgeting system too.
