Many Countries do not have a President yet
Not all the countries have a president and the ones that are not occupied are run by an automated system. When a new president takes control of a country, it will be one that one was played by a president and became available again after the presidency was cancelled for any reason.
In all cases, the automatic system makes sure that countries that are not run by a president do have a reasonable economy and can become successful under the control of a good president.
