C3 countries - initialization updated
C3 countries initial settings are updated to better fit the conditions needed for a new player. The change will improve the economy of such countries and make sure employment is optimized and military cost is limited.
The change will also move these countries to a better start position to conquer a C3 country in an initial war. C3 countries in war levels 1 to 7 are also updated to make sure they have what they need for the war, removing unneeded weapons and ammunition.
