Airbase Construction in C3 countries
The construction of a remote air base in a C3 country is now immediate. When the RDU unit has landed, it will be able to setup the airport without the need to wait for 12 hours.
In countries that are not C3, the 12 hours delay period is maintained and it gives the president of the country the opportunity to try and prevent the setting up of an enemy air port in the country.
