- In the menu at the top-of-the-page (your country page)
click on "War -> declare war"
You now see your country and its neighbors.
- Move the mouse to one of the neighbors and you will see the name of the country and the name of the president, or, No president.
At least one of the countries around you does not have a president.
- Click on a country a country that does not have a president.
- Confirm the war declaration on the next screen. Declare War now.
- You are now in war with that country.
- Click on: You can attack now! You see the country of your enemy.
