Why do we need a budget and what does it do?
The budget is a way to request the president to do some financial planning and think about where his money goes. The budget does not limit the spending and it is possible to overspend. The budget numbers are compared to the actual cost and the quality of the budget is computed into a budget index that is one of the factors that determine the total score.
Currently, the budget system in the game is not functioning as intended and its influence and importance in the game is very limited. The function will be improved at a later stage.
