Ordering Weapons when Military Bases are Partially Destroyed
To order weapons, you need a military base that is not damaged. If the last base of a certain type is destroyed in war or nearly destroyed, no weapons that are stationed in this type of military base can be ordered. If one base is repaired for 10%, or a new base is set up, ordering of weapons becomes possible.
