If the Education setup and development feature is turned on and the county is in game level 1-3 and the education index is <135, more schools and universities will be build until the education index reaches the target level of 135. The function will not be triggered if the country is in debt.
Changes are small and gradual and will not cause any big changes in the education index.
Depending on the education index and the number of available teachers and university teachers, the education priorities for teaches and university teachers may be increased or decreased to match the needs of the country. This type of changes will also stop when the population in the country exceeds 20 million.
