Detailed Description:

With weapons prices in general, yet especially on LU, the cap on movable goods between countries in an empire is rather unrealistic. At the moment the transfer limit is 900b*3 (weapons taking up a third of the market price.) Meaning a total transferrable amount of 2.7t per country, a miniscule amount.

In reality the amount of transferrable goods is based upon the available infrastructure, not some imaginary cap which has no reflection on the nations actual wealth.

However, if the average of the two countries' Transportation index was 175, the formula could be; 900b*3*1.75, or if the average was 150; 900b*3*1.5 and so on. This proposal would only slightly increase the transferrable weapons, yet it would add value to the transportation index, and even lead the way for strategic attacks on the infrastructure and resources of the country, in cohesion with the new garrison idea.

W3Creative reaction: In basics this is a great idea. The cap on moving goods between slave and master countries has always bugged me and this is a great way to make this cap variable. We???re going to talk about this and try and figure out a good formula.
p.s. this idea should work great, not only with weapons but with all goods transferred between countries in an empire.
