Detailed Description:
This is one of those common sense things. While it is illegal in the real world, killing civilians along with soldiers would speed up the fall of a nation: I think that there should be a target Soldier and target Population button when you attack a country. I destroyed all of the towns and factories of Nomonica and they recovered because they didn't lose men in the attack.
